By default it re-saves the file losslessly. There's also an optional “downscale images” mode that rasterises pages to save more space — this drops selectable text, so use it when size matters most. The tool shows the before and after size.

There is no fixed limit, but because everything runs on your device, very large files depend on your available memory.
Do I need to install anything?
No. PDF Tools runs in any modern web browser on desktop or mobile — there is nothing to download or install.
